"The situation is catastrophic and will get worse. Obviously the whole town will have to be evacuated," he told reporters.

Vučić toured Obrenovac in a boat to learn about the situation, and later met on a bridge "that is still standing" with Russian Ambassador Aleksandr Chepurin and Interior Minister Nebojša Stefanović, who also arrived to this municipality southwest of central Belgrade.

Defense Minister Bratislav Gašić and Belgrade Mayor Siniša Mali are also in Obrenovac today.

Before the prime minister arrived, 60 Russian rescuers who flew in to the Niš airport this morning joined the Serbian Gendarmes and members of the army in their rescue and relief efforts.

2,500 people have been evacuated from Obrenovac so far, but thousands are still in danger.

B92's reporter said that more than 90 percent of the town has been submerged in water that is up to five meters high in some areas, and rising. There are fears that the Kolubara River might destroy a bridge leading to Belgrade, which has prompted accelerated evacuation efforts.

Some areas can only be reached by army helicopters.

Earlier in the day, Vučić appealed on residents of Obrenovac not to refuse evacuation and to comply with instructions given by the authorities.

Also on Friday, an explosion reportedly happened at the power plant in Veliki Crljeni, near Lazarevac. Tanjug said that a fire broke out due to a faulty transformer and that nobody was injured in the accident.

Energy Minister Aleksandar Antić denied that "detonations were heard" in the Nikola Tesla plant in Obrenovac, but confirmed there were "problems with transformers" in Veliki Crljeni.
