Report: Presidential elections in October

The newspaper quoted its sources close to the ruling parties as saying that a fresh round of negotiations over the future status of the Serbian province would “work to their advantage, as the voters would appreciate achievements in the diplomatic efforts to keep Kosovo within Serbia.”

The Constitutional Law stipulates that local and presidential election must be announced by the end of 2007.

The DS, DSS and G17 leaders reportedly negotiated an electoral package deal, according to which they would back current President Boris Tadić at the next election, and even come out with a joint list for the local ballot.

However, the parties allegedly failed to agree over the electoral system that should be used. Tadić’s Democrats advocate the majority system in the local elections, while the DSS and G17 Plus prefer the proportional, which would see municipal presidents elected by majority in the local assemblies.

According to their estimates, the DS-DSS-G17 coalition would win in over 90 percent of Serbian municipalities.

The deal on the electoral system is expected to be reached by the end of August. In the meantime, the Ministry for Public Administration and Local Self-Government together with the Organization for Security and Cooperation in Europe (OSCE) is working on a draft bill on local self-government.
The draft should be mapped out by September, so that the local and presidential elections could be scheduled for the end of October.
