EULEX: License plate deal applies to entire Kosovo

EULEX Spokeswoman Irina Gudeljevic has said that the Belgrade-Pristina agreement on freedom of movement applies to the entire territory of Kosovo. She added that northern Kosovo was not exempted from the agreement. EULEX: License plate deal applies to entire Kosovo “EULEX is helping implement the agreements, that were reached thanks to the EU and approved by representatives of the Serbian and Kosovo delegations. This includes the agreement on the freedom of movement which in the seventh paragraph clearly states that ‘all car owners with residence in Kosovo will use license plates with RKS or KS initials,” she explained. When asked whether this applied to northern Kosovo, where Serbs are the majority, Gudeljevic said: “Yes, it applies to the entire territory of Kosovo, including the north”. According to her, the license plates will be issued by competent bodies in Kosovo and EULEX will help distribute them when necessary. “All sides will do everything in their power to ensure the implementation (of the agreement)… We expect it will be implemented in a legitimate, proportional and peaceful manner. EULEX will support the gradual implementation, in accordance with its mandate, including crossings in northern Kosovo,” the EULEX spokeswoman pointed out. The Kosovo government passed a regulation based on the agreement which envisages seizure of vehicles from those citizens who used plates with markings of Kosovo towns issued by the Serbian MUP. Belgrade team chief Borislav Stefanovic said on Thursday night that the Pristina authorities and a part of the international community had abused the agreement on freedom of movement and that the license plates deal did not apply to northern Kosovo. “We pointed out very clearly during the negotiating process that northern Kosovo, due to its specificities, cannot fall under the regulation and that it applies to Serbs south of the Ibar River,” Stefanovic stressed.
