Ruling Democrats "look to get funding via own NGOs"

A Belgrade newspaper is reporting that a controversial recommendation was allegedly issued by the ruling Democratic Party (DS) to activists throughout Serbia.

A Belgrade newspaper is reporting that a controversial recommendation was allegedly issued by the ruling Democratic Party (DS) to activists throughout Serbia. The recommendation was primarily meant for members of the party's youth groups, writes daily Danas, and says the document urges them to form NGOs and apply for money from local, state and international funds, “which would also finance a large portion of party activities”. This will become especially important after Serbia receives the candidate status for EU membership, because Brussels will open additional funds for the work of Serbian NGOs”, says the DS recommendation. According to the daily, the recommendation was issued last year. Since DS members in some cities have done nothing so far in this regard, it is expected that a directive will arrive to municipal boards for members of youth groups to register NGOs and apply for projects, said the article. At stake are millions of euros, and the bulk of the money would be diverted to the party treasury - "through DS NGOs” - the paper claims. However, DS official Marko Djurisic told Danas that the report was "the first time he heard about such an initiative” and that such information “was absolutely incorrect”. The practice of establishing party NGOs was started in 2007 by G17 Plus, the party led by Mladjan Dinkic, a Democrat source told the paper, adding that, at the time, members of G17 Plus were part of the leadership of organizations which received money from the Ministry of Youth and Sport. The daily adds that there is speculation that civil society organizations close to the Liberal Democratic Party (LDP) have a better “channel” to the funds of the Agency for European Integrations and cooperation with the associations of the City of Belgrade, which is headed by a member of this party, Danko Runic. On Monday, Danas reported that another party led by Dinkic - coalition of regional and local parties and movements United Regions of Serbia (URS) - is in fact registered as an association of citizens, and that this would enable it to avoid checks of its funding.
