Bozidar Djelic says the Interim Agreement with the EU will not come into force before September 15. The deputy prime minister in charge of EU integration told B92 that the EU Council of Ministers would be meeting then. Djelic: EU agreement not before Sept. 15 Djelic said he expected Hague Tribunal Chief Prosecutor Serge Brammertz to prepare a positive report for EU ministers by then, allowing them to unblock the Interim Agreement. Given that the Council of Ministers would overlap with the UN General Assembly session where Serbia would be proposing its initiative that the International Court of Justice (ICJ) should give its judgment on Kosovo’s unilateral declaration of independence, the minister said that the meeting would show if Kosovo and EU integration were two separate processes, "These two issues are separate and must remain so. Serbia will never agree to connecting these two issues, i.e. to blackmail and concessions on one issue for the benefit of the other,” Djelic told Radio B92. He also said that it was necessary for the opposition to stop obstructing the work of parliament, to allow ratification of the Stabilization and Association Agreement (SAA). "We would be in an awkward situation if we came to Brussels and Luxembourg on September 15 without a ratified SAA. That would significantly undermine our position,” warned Djelic. He added that parliament’s Code of Procedure would have to be changed if the opposition continued to block its work. The minister said that no-one should be surprised if the European Commission’s report on Serbia’s progress towards EU integration was negative, since parliament was blocked and thus unable to adopt European laws. Đelić said he expected Hague Tribunal Chief Prosecutor Serge Brammertz to prepare a positive report for EU ministers by then, allowing them to unblock the Interim Agreement.

Given that the Council of Ministers would overlap with the UN General Assembly session where Serbia would be proposing its initiative that the International Court of Justice (ICJ) should give its judgment on Kosovo’s unilateral declaration of independence, the minister said that the meeting would show if Kosovo and EU integration were two separate processes,
