The assembly of Kosovo Serb municipalities has labeled as “humiliating” the EU offer of visa liberalization to Serbia in return for “giving up Kosovo.” In a statement, the assembly says that this constitutes the worst kind of blackmail, which, it adds, a serious state cannot allow. K. Serb leaders deplore "visa humiliation" “If, to that, one adds the condition that Serbia, together with EULEX and the Kosovo Police Service, installs Albanian customs, judiciary and police in northern Kosovo, then that is not conditioning, but humiliation,” the statement reads. The assembly calls on the government to respect the Constitution, preserve the state’s reputation and dignity, as well as the country’s integrity, which, it states, the EU itself is jeopardizing. Democratic Party of Serbia whip Milos Aligrudic said that the current government could not boast about the European Commission submitting its recommendation for visa abolition by 2010, as the proposal did not cover Kosovo. He said that this kind of “half-baked visa liberalization” was a failure on the government’s part, and that the state needed to insist on full liberalization to allow all citizens to travel visa-free. Aligrudic told reporters in parliament that it showed that the EU did not view Kosovo as an integral part of Serbia, adding that the DSS’s view was that all biometric passport holders should fall under the white Schengen system.
