“Serbs cannot have executive power in Kosovo”

PRISTINA Kosovo PM Hashim Thaci has asked the U.S. to back his stance that a community of Serb municipalities should not have executive authority. Deputy Secretary of State William Burns told Thaci over the phone that the U.S. supported the dialogue as the only way to solve issues between Belgrade and Pristina. “Serbs cannot have executive power in Kosovo” Thaci stressed that election of councilors for the community of Serb municipalities and its executive powers would be contrary to the Kosovo Constitution and Martti Ahtisaari’s plan because it would establish a third level of authorities in Kosovo, the Kosovo government said in a release. The Kosovo PM told Burns he was ready to accept the forming of an association or a community of Serb municipalities that would allow municipalities with predominantly Serbian population in the north, but also those in the south, to cooperate in various fields but without executive authority. “I have to inform you that an association or an organ or a community, as Serbia wants to call it, cannot be an elected organ and cannot have executive authorities. This means that extensive local authorities of Serb municipalities cannot be transferred to the association because it would represent a third level of authority that could undermine our Constitution and internal rule,” Thaci pointed out.
