Belgrade is still not sure what the reaction in Brussels will be to the Serbian government’s decision to apply for candidate status for EU membership. Serbian President Boris Tadic will submit the application to the Swedish EU presidency on Tuesday in Stockholm. Belgrade waits for answer from Brussels Chief of the European Union delegation in Serbia, Vincent Degert, said that he wants the opinion of the European Commission on Serbia’s application to be positive, regardless of when the EU Council of Ministers asks for it. Degert said that the Serbian government was advised to pick the best moment for applying, because it is important for that demand to be followed by a positive answer, adding that Serbia has already had two great successes with visa liberalization and the unfreezing of the interim trade agreement. “A positive opinion means approval of Serbia’s candidate status and the creation of conditions for opening negotiations for membership. These are the steps that follow and we must think about this and prepare. This calls for reforms in the fields of the rule of law, the legislature, and work on economic reforms, because these are question in which we must progress,” Degert said. Director of the Serbian Office for European Integration Milica Delevic told B92 that this act shows that Serbia is ready to fulfill all obligations that come with future EU membership. She said that it should be positively accepted by the EU. “I think that the question of when something will happen burdens us more than what we should do for something to happen as soon as possible. We have to continue to work on reforms; these reforms are why the citizens want to become EU members. The more we work on the dynamics of the reform process, we will come to terms with what the citizens expect and we will speed up the European integration process,” Delevic said. Economic analyst Vladimir Todoric told B92 that Belgrade chose the right moment for applying for candidacy. He said that the demand was prepared carefully under consultations with the Swedish presidency and after talks with Dutch officials. Todoric said that there is no official rule in the European Union under which candidacy must be tied to the ratification of the Stabilization and Association Agreement.
