ZAGREB The Croatian Ministry of Justice has halted the implementation of the recently changed statute of Vukovar, that declared it "a place of special reverence." The move by the town's authorities in effect exempted it from applying the country's laws on the rights of ethnic minorities, i.e., the usage of the Serbian Cyrillic script in signs placed on public buildings. Decision to exempt Vukovar from bilingualism reversed The ministry made its decision on a proposal sent by the Council of the Serb National Minority in Vukovar, whose chairman, Djordje Macut, said he was pleased with the outcome. Vukovar Mayor Zeljko Sabo commented by saying the decision was expected, while the head of the local branch of the HDZ party, Ivan Penava, said he believed that that the Constitutional Court would "rule otherwise." The Vukovar statute was changed in early November under pressure from a group of veterans gathered around "the HQ for the Defense of Croatian Vukovar," who in September started organizing protests and taking down signs written in both Croatian and Serbian.
