EU foreign ministers will unofficially discuss Serbia’s EU candidate status and the situation in Kosovo over working lunch on Monday. It was initially envisaged to discuss Serbia and Kosovo at a summit that will be held on November 14-15 in Brussels. EU to “unofficially discuss candidate status” A diplomatic source from the Polish Presidency in the European Council told Tanjug that it had been decided to only unofficially talk about the topics since the situation regarding the continuation of the Belgrade-Pristina dialogue was still uncertain. He also stressed that EU High Representative for Foreign Affairs and Security Policy Catherine Ashton would present to ministers a report on results of EULEX’s work but added that the report would informal as well. When asked whether Poland would insist on making a decision on Serbia’s EU candidate status at the summit on December 9, as it was announced earlier, the diplomat said that “Serbia was at the moment a bigger problem than Montenegro in terms of the Commission’s proposal”. The European Commission (EC) recommended last month that Serbia should be given the EU candidate status “with understanding that the dialogue between Belgrade and Pristina will continue”. Despite many announcements that the dialogue will be continued soon, the talks have been suspended since September. Some countries, especially Germany and France, have unofficially announced that they will, regardless of the continuation of the dialogue, request a postponement of a decision on Serbia’s EU candidate status and a decision on a date for the beginning of Montenegro’s accession talks in December. It will be hard for the countries that support the proposal to grant Serbia the EU candidate status to advocate for the position at the summit if the dialogue is not continued by the beginning of December, the diplomat explained.

A diplomatic source from the Polish Presidency in the European Council told Tanjug that it had been decided to only unofficially talk about the topics since the situation regarding the continuation of the Belgrade-Priština dialogue was still uncertain.

He also stressed that EU High Representative for Foreign Affairs and Security Policy Catherine Ashton would present to ministers a report on results of EULEX’s work but added that the report would informal as well.

When asked whether Poland would insist on making a decision on Serbia’s EU candidate status at the summit on December 9, as it was announced earlier, the diplomat said that “Serbia was at the moment a bigger problem than Montenegro in terms of the Commission’s proposal”.
