Ministry's never-launched website cost EUR 29,000

The Ministry of Agriculture and Trade confirmed on Monday that it had signed a contract worth 2.95 million RSD (29,000 EUR) for a website a year ago.

The Ministry of Agriculture and Trade confirmed on Monday that it had signed a contract worth 2.95 million RSD (29,000 EUR) for a website a year ago. The ministry said the contract was singed with Soko Group physical security company in April of 2010, in order for it to "construct the National Brand of Serbia portal", but that this job "has not been finished yet". Ministry's never-launched website cost EUR 29,000 The ministry reacted that way to accusations of a group of NGOs who claimed that the state budget was damaged for the said sum of money. The ministry told Belgrade-based Beta news agency on Monday that the money was paid to the Soko Group company in 2010, in two equal installments, for which two bank’s guarantees were provided as well – for refund of advance payment and for well executing of the job. It was also said that the portal was still under construction, but the contract was not violated by that, because the deadline was not expired yet. The group of the NGOs - the Coalition for Monitoring Of Public Finances – had issued a release claiming that the then Ministry of Trade and Services – which merged with the Ministry of Agriculture following the government reshuffle earlier this year - and the then Minister Slobodan Milosavljevic committed a grave abuse of budget funds by paying in “a record-setting sum” for a website - a job that has not been finished a year later. The NGOs noted that this was "another in a series of situations in which the data on obvious abuses and criminal activities of the highest state officials have been presented in public and zero reaction of the authorities". Earlier this year, another ministry experienced similar trouble, when Oliver Dulic, then environment minister, was criticized for "misleading the public" over the cost of an internet portal that came up to EUR 25,000.
