Head of the International Civilian Office (ICO) in Kosovo Pieter Feith says "decentralization remains a priority for the Kosovo government". The Dutch diplomat pointed out that a new municipality still has not been established in northern, Serb-dominated Kosovska Mitrovica. "Decentralization priority for Kosovo government" "If you want to convince the people in the north that decentralization is a good idea, the best way is to show them the results of successful decentralization south of the Ibar, as an attractive model of a modern Kosovo," Feith said after a meeting of an interministerial group for decentralization. He said there is more work to be done on decentralization, such as full transfer of authority from the central to the local level, allocating sufficient funds for the new municipalities and informing the citizens in the north about the importance and benefits of centralization. The Pristina-based government's Deputy Prime Minister and Minister of Local Administration Slobodan Petrovic presented an action plan for decentralization, which includes six goals. The goals are setting up new municipalities, transferring authority and resources, strengthening municipal capacities in cooperation with donors, acquainting the public with the benefits of decentralization, and reforming local administration in northern Kosovo, Petrovic said. Meanwhile Serbs north of the Ibar River form a majority and reject the authority of the government in Pristina.
