NGO calls for establishment of Croat entity in Bosnia

SARAJEVO Croatia Libertas NGO has submitted draft changes to the Bosnia-Herzegovina Constitution to the U.S. Embassy in Sarajevo. The NGO demands that the Bosnian Republic and Herzeg-Bosnia be established in Bosnia-Herzegovina. NGO calls for establishment of Croat entity in Bosnia It is said in the draft that Bosnia-Herzegovina will have prosperity and European perspective only if requests and suggestions of all peoples living in the country, including Croats, are taken into account. Croatia Libertas points out that Croat politicians have a common stance on the issue and that it represents the best, most sustainable and permanent peace solution that rules out anyone's dissatisfaction and future “unfortunate conflicts”. According to the NGO, the best solution is a part of the Dayton Accords and a part of the Cutileiro plan, according to which Bosnia-Herzegovina would have three or four multiethnic, federal units with their own legislative, judicial and executive power and a central state represented by the Bosnia-Herzegovina Council of Ministers. “Borders that should administratively represent those units are the Republic of Srpska (RS) with its Dayton borders, Croat federal unit of Herzeg-Bosnia with borders in accordance with the Dayton Accords with the right to discontinuity of territories in all those municipalities and Croat territories that were under control of Bosnia-Herzegovina Croats that was therefore made a part of the Federation of Bosnia-Herzegovina and the Bosnian Republic with borders that Bosniaks brought into the Federation of Bosnia-Herzegovina the day the Dayton Accords was signed,” the NGO stressed in the proposal. According to the proposal, all mentioned administrative, federal units would make Bosnia-Herzegovina. The NGO stressed that the three units already existed and functioned unofficially. The existence and common life of members of other peoples in some third federal unit only represents a proof of its multiethnicity, which is the goal of the new Constitutional order, Croatia Libertas claims. The proposal also envisages abolition of districts in the Federation of Bosnia-Herzegovina, which should save up to BAM 2bn that would instead in the massive administration be invested in the economy. According to the draft, a regulation banning segregation or secession should be added to the Constitution. Today al three constitutional peoples have the right to secession in accordance with the UN Charter on self-determination of peoples which is a part of the Dayton Accords’ Annex IV. Such a solution to the Bosnian problem would contribute to permanent and sustainable peace, higher tolerance in Bosnia-Herzegovina and it would completely eliminate mistrust among the three peoples and ideas of any “conquests” or changes of territories, the NGO added in the proposal.
