"Additionally I respect their contacts with Russia, because it is an independent choice of the independent Serbian people, and of course I welcome the close relations of Serbia and the EU."

He also welcomed the possibility that Serbia and NATO could expand and develop cooperation on the basis of the IPAP agreement, which provides a framework for further cooperation.

"I think it shows that the region is moving in the right direction, because we now have increasingly normal, friendly and constructive cooperation with Serbia," said Stoltenberg.

The NATO chief added that the alliance works with all the countries in the region that have applied for membership in NATO, those being Bosnia-Herzegovina, Montenegro, and Macedonia.

"When it comes to Montenegro, we are currently in the process of finalizing what we call 'focused intense discussions'. By the end of the year we will decide whether to invite Montenegro to join. In December, foreign ministers of the NATO countries will meet. I cannot promise anything, but I hope that we will see even greater progress," said Stoltenberg.

As for Skopje, he said that political instability there was "a great challenge" - but expressed his hope that it will be possible to find a solution to these problems, adding it was also "important to establish dialogue between Pristina and Skopje."

Speaking about the security situation in Europe, Stoltenberg said it changed "due to the behavior of Russia, which is ready to use force to change borders in Europe" - as well as because of terrorist threats "spreading in Syria, Iraq, the Middle East and North Africa."
