Court to rule on Pacolli’s appointment

Opposition parties and a number of NGOs have announced a lawsuit before the Constitutional Court of Kosovo over Behgjet Pacolli's appointment as a president.

Opposition parties and a number of NGOs have announced a lawsuit before the Constitutional Court of Kosovo over Behgjet Pacolli's appointment as a president. Pacolli was appointed without the necessary quorum, the Pristina-based media reported on Thursday. Court to rule on Pacolli’s appointment The Democratic League of Kosovo (LDK), the Alliance for the Future of Kosovo (AAK) and 18 civil society organizations claim that procedure for the appointment of the president of Kosovo was violated in the first two rounds of voting in Kosovo's assembly. Both the first and the second round of voting, which need two thirds of the total of 120 MPs for the election of Kosovo's president, did not have a quorum, given that the opposition left the session before the voting leaving behind only 67 MPs. This number of MPs would make up a quorum only in the third round when the president's appointment needs to be supported by 61 MPs. The opposition and the civil society organizations would like to have the Constitutional Court decide whether Pacolli's appointment was in keeping with the Constitution and the parliament's Rules of Proceedings. The Pristina-based media have announced that the NGOs will stage a protest unless the court delivers a ruling. Pacolli will take over the presidential duties from Acting President Jakup Krasniqi on Thursday.
