BELGRADE Bosnia-Herzegovina cannot expect to be approved the Membership Action Plan (MAP), necessary for its future membership in the NATO military alliance. The bid to join the organization is experiencing "a state-level deadlock", while the issue of military real estate in Bosnia has appeared as another problem. Bosnia's bid for NATO membership stalled European Union defense ministers are set to meet in September, and according to information coming out of Brussels, Bosnia "has no chance at all to be given the green light for the MAP program". Belgrade-based newspaper Vecernje Novosti is quoting military analyst Gostimir Popovic, who says that "the whole story about Bosnia joining NATO is artificial": "Bosnia-Herzegovina has big internal problems related to organizing its Ministry of Defense, let alone its armed forces. There's often talk about various affairs concerning the smuggling of arms left over from the war, various instances of fraud related to exports of those weapons. Add to that that the military property has not yet been divided." Officials of the Serb entity in Bosnia, the Serb Republic (RS), have on several occasions in the past pointed out to the property problem. "An agreement was reached that the military property located in the territory of either entity should go to that entity. However, Bosniak (Muslim) politicians would not hear of it," Popovic told the daily. Vecernje novosti
