Differing stances on Kosovo between Montenegrin leaders

The establishing of diplomatic relations between Podgorica and Pristina could cause problems between senior officials of the Montenegrin government. According to statements from senior state officials, along with the disagreements on Prime Minister Milo Djukanovic’s wishes to be replaced by 33 year-old Finance Minister Igor Luksic, the question of establishing diplomatic relations with Kosovo is causing problems as well. Differing stances on Kosovo between Montenegrin leaders On once side are Djukanovic, Parliamentary Speaker Ranko Krivokapic, and Foreign Minister Milan Rocen, while DPS Vice-Presidents, President Vujanovic and Deputy Prime Minister Svetozar Marovic are on the other. Djukanovic said that the recognition of Kosovo cannot be reassessed, and that talking about that is a “waste of time.” Despite the importance of Serbia in the region and the relations between Serbia and Kosovo, Djukanovic said that diplomatic relations with Kosovo will be established “in the near future.” Krivokapic said that the issue before the International Court of Justice is the problem of Serbia and Kosovo, and that Montenegro “cannot wait long” before establishing diplomatic relations with Kosovo. Vujanovic said that he will sign the agreement for naming an ambassador to Pristina once the Montenegrin minority in Kosovo is recognized and its authentic representation is secured. He said that it is important for Kosovo to first create the necessary conditions for the return of refugees and displaced persons. In mid-December, Marovic said that Montenegro wants the best of relations with Serbia and that the diplomatic relations between Podgorica and Pristina will not be established before the stance of the ICJ on the legality of Kosovo’s proclaimed independence is given.
