Another reason is that there is a large Albanian community in Montenegro and they are not treated the same as other communities in Montenegro. The last reason that Montenegro should have diplomatic relation with Kosovo is that both Kosovo and Montenegro are small countries and have the same enemy who is interested in erasing them from the map of Europe and that common enemy is Serbia. Serbia is a land locked country and the only way to the sea is Montenegro.
Montenegro will never reunite with Serbia. It's in their best interest not to do so.
