Regular session of the Parliamentary Assembly of the Council of Europe (PACE) will begin on Monday. The highlight of the event will be Council of Europe Rapporteur Dick Marty's report on organ trafficking in Kosovo and Albania. PACE to discuss Marty’s report on Tuesday A draft resolution on the report, which is on the Tuesday agenda, stresses the importance of making sure that EULEX continues the investigation into organ trafficking and does so without regard for the offices held by the suspects. EULEX should do everything to investigate the disappearances and rumors connected with the case, as well as corruption and the link between crime and politics and provide protection for the witnesses, the draft document states. Serbia, Albania and the Kosovo administration are called upon to cooperate with EULEX. Tirana and Pristina are, however, asked to conduct their own independent inquiries as well, in order to learn the truth about the alleged secret prisons and the inhumane treatment there. Some of those prisons were in Albania, according to the text. Marty's report took two years to complete. It states a criminal organization known as the Drenica Group was involved in organ, drug and weapons trafficking and names Kosovo's Prime Minister Hashim Thaci as the leader of the group. Marty has described his report as being very hard on the Serbs and stated that it does not justify in the least any of the horrific crimes committed by the Serb forces. According to him, justice must be equal for everyone and both sides have to be investigated. The draft resolution will also contain a call to Belgrade to find and arrest the remaining Hague fugitives Ratko Mladic and Goran Hadzic. A PACE session in Strasbourg
