Analysts say that the government’s claims that it will not make constitutional changes because of the economic crisis are pure manipulation. Ruling coalition officials told daily Blic earlier this week that organizing a referendum is impossible because EUR 5mn would be needed for it, adding that Serbia must save money during the economic crisis. Analysts: Number of MPs should be decreased If the referendum is organized during the next mandate, after 2012, that means that the parliament could have 150 MPs or less after the next elections in 2016 at the earliest. Blic states that in 2008 alone, EUR 7.5mn of budget funds were spent by MPs. Economist Dragan Vujadinovic, who is a former Democratic Party (DS) official, said that if there were 100 less MPs, Serbia could save EUR 2mn each year. “Preparations for changing the constitution must begin immediately. Savings of EUR 8mn are not small, and it would help the budget. There is no negative side, because for Serbia and its economic potential, 120 MPs are enough,” Vujadinovic said. Political analyst Bogoljub Milosavljevic agrees, adding that if preparations were to begin for the constitutional changes, the referendum could be held by the end of 2010 or early 2011. Parties would then have enough time to prepare for the new election system before the 2012 elections. The process for changing the constitution has several phases and would take some time. Once the proposal is prepared, it must be debated in the parliament, where two-thirds of the MPs must support it in order for the referendum to be announced. Economist Aleksandar Stevanovic said that the ruling coalition's attempt to justify the postponement of the referendum by saying that it will cost a lot is dangerous for Serbia. “The most dangerous thing that a democracy can allow itself is to create an image of expensiveness. While debates are ongoing in the parliament regarding millions, hundreds of millions of euros are pouring out of public companies, tens of millions from the government and its agencies, and the non-reformed health and education systems are giving terrible quality in comparison to their expenses,” he told daily Blic.
