For the first time since Serbia introduced a multiparty system in the early 1990s, the Democratic Party (DS) has won in a Kosovo municipality. Local elections organized by the government in Belgrade were held on Sunday in Leposavic, in the north of the province, with DS taking 35 percent of the vote, according to preliminary results. First-ever win for Democrats in Kosovo Minister for Kosovo Goran Bogdanovic, himself a DS official, said that this "confirms the government policy in Kosovo". Other parties that made it to the municipal assembly include the Serb Progressives (SNS) with 21 percent, the Democratic Party of Serbia (DSS) and the Socialists (SPS) with 12.5 and 10 percent respectively. The Republic Electoral Commission (RIK) said that the turnout was at 62 percent. RIK Secretary Veljko Odalovic also stated that there had been some objections by the parties, but that the elections had in all gone "without major problems". The Serbs of Leposavic saw these elections as a chance to create a distance between themselves and the Nov. 15 local elections organized by the Kosovo Albanian government in Pristina. Bogdanovic commented last night that the voting in this municipality was "an invitation to Serbs in all of Kosovo to turn to Belgrade, not Pristina". According to reports, some 40 percent of all northern Kosovo Serbs live in this area. The previous municipal authority consisted of SRS, DSS, SPS, Serb National Council and Movement for Lesak. A large number of internally displaced persons live in Leposavic, but most were not allowed to vote. President of the Municipal Election Committee Gradimir Nastic said that this was not an omission, but that some IDPs failed to register to the voting lists by a given deadline.
