Local Self-Government Minister Milan Markovic said Thursday that "elections are looming." It is realistic to expect local elections to be held in the spring, and presidential elections by the end of the year, Markovic (DS) said. Minister: Election law in October The minister told the daily Vecernje Novosti that a set of election laws was due to be passed in October, but he was unable to specify what electoral system would be applied to the local elections. "It would be good to have an answer to that question by the end of the month. Passing these election laws directly depends on the electoral system used," said Markovic, adding that it was "no longer a technical, but political issue." The minister went on to say that he had asked all the political parties for suggestions concerning the electoral system, but that he had yet to receive any reply, adding that G17’s proposal to increase the census for local elections to five from three percent was a good one provided the proportional representation system remains in place. Markovic said that he personally would like to see a first-past-the-post system, favored by the Democratic Party, as they feel that "it is normal for citizens from two streets that make up a constituency to know the name and surname of the person they’re voting for."
