International Civilian Representative in Kosovo Pieter Feith told B92 that the International Civilian Office would be closed in September. He confirmed that a period of Kosovo’s supervised independence would end then. “End of supervised independence causes concern” Feith believes that the Kosovo institutions have become strong enough. A meeting of the International Steering Group for Kosovo will be held in Vienna on Monday and a decision on the completion of supervised independence should be made. Serbia’s Ministry for Kosovo State Secretary Oliver Ivanovic says that the closing of the International Civilian Office does not mean much for the Serbian community since it rejected the Office in the very beginning. Ivanovic warned, however, of danger in case the mission left. “It is dangerous when an international mission leaves. This means greater danger to Serbia,” he told B92. He believes that in the present circumstances “Serbs and Albanians are not able to function together”. “12-13 years is not enough time to be able to say that there is communication between the two communities in Kosovo,” the state secretary explained. Ivanovic believes that EULEX cannot take over the role of the International Civilian Office. “The International Civilian Office was supposed to replace UNMIK and EULEX is a technical mission. Even they are cutting down the number of its members. This can only worry us because it means less room for trusting these institutions,” he added. Commenting on Serbian President Tomislav Nikolic’s initiative to take the technical Belgrade-Pristina dialogue to a political level, Ivanovic said: “Technical issues have so far had some political characteristics. The initiative shows that the future Belgrade representative in the negotiations with Pristina will have a bigger political support to touch on the northern Kosovo issue. KFOR has already started to change the situation in the field. The north needs to be resolved through political negotiations and a solution that will be reached must be respected,” he concluded.
