Former U.S. envoy to the Balkans James Dobbins has hailed the formation of the pro-EU government in Belgrade. However, Dobbins, who served under the Bill Clinton administration, pointed out that the position of the Serbian authorities regarding Kosovo remained the same, which would, he said, be a permanent source of dialogue but also tension between Serbia and the European Union. "Kosovo to be lasting source of dialogue, tension" In an interview with Voice of America (VoA), Dobbins surmised that the possible functioning of Serbia and Kosovo within the European Union would not be problematic, bearing in mind the essential disappearance of internal borders and the benefits stemming from EU membership. “The problem is not so much in how to find a way for Serbia and Kosovo to be in the EU, but rather in how to reach that point, in view of the conflicting positions of Brussels, that backs a united Kosovo, and Serbia which, after more or less recognizing that it has lost the larger part of Kosovo, is taking efforts to at least preserve a part of it,” Dobbins explained. He believes that the differences will eventually be resolved via dialogue, but that this will be a long process. Dobbins believes that the international community and the government in Pristina will oppose any attempts at a formal partition of the province, but that they will not try to remove autonomous structures in the province through force. According to the former envoy, this will result in an “unstable status quo” in which the international community and Pristina will try to expand their authorities, while the Serbs will make every effort to thwart them.
