The Croatian police said it had charged two Croatian men found armed with plastic explosives in Zadar.

Croatia charges two found with explosives at port

"We have prevented an act that would have had huge consequences," state news agency Hina quoted Zadar police chief Anton Drazina as saying. Another police official said the target was "in the very heart of Zadar" but did not elaborate.

The men were charged with anti-state terrorism.

The police declined to confirm media speculation that the explosive was to be activated on the ferry and was aimed at a Serbian mafia leader, who was to be on the ferry.

"When pressing charges of terrorism, we took into account not only the possible damage but the manner and the place -- the city of Zadar, where a huge number of people live," Zadar's district attorney Ivan Galovic told Hina.
