The Kosovo government has not succeeded in sending draft constitutional amendments to the assembly, that would have made it possible to form a Kosovo army.

The coalition partner in the government, the Serb (Srpska) List, "was against this, setting a few conditions," Tanjug is reporting on Monday:

"The Serb List is very clear in its conditions, it will not vote in favor of the transformation of the Kosovo Security Force (KSF) into the Armed Forces of Kosovo until the four conditions agreed on when the coalition with the PDK and the LDK was formed have been fulfilled."

The List announced that it was "not giving up a millimeter" on the four demands: to form the Community of Serb Municipalities, to allow the Serb community to appoint a deputy director of Kosovo's secret service, for a deputy of the KSF to come from the Serb community, and for privatizations in municipalities, including Brezovica and Trepca, to be halted.
