This is true at least until the verdict a Belgian court becomes final, the agency said late last week.
The three were sentenced to life imprisonment for the 1990 murder of Kosovo human rights activist Enver Hadri in 1990.
Draskovic and Vukotic - two controversial businessmen - and Spasic, a former security service agent, may appeal the first-instance verdict.
Under the Serbian constitution, Serbian nationals cannot be extradited to countries that do not have bilateral agreements on this with Serbia.
Justice Minister Nela Kuburovic confirmed on Thursday Belgium had not as yet requested their extradition, but that it could only request execution of a final court decision since Serbia and Belgium do not have an agreement on mutual extradition.
