According to this, Special EU representative in Kosovo Samuel Zbogar has confirmed that the formation of the special court "can be finished by the end of the year.""We are now waiting for the Netherlands to ratify the agreement (on the court) with Kosovo, because this is a fairly complicated process that must be finished by the end of the year," said Zbogar.
