“Handover of answers is formality”

Serbian PM Mirko Cvetkovic will hand over Serbia’s answers to the EC questionnaire in Brussels tomorrow. The handover of the answers is primarily a formality, experts say. “Handover of answers is formality” The answers to more than 2,000 questions will be given to EU Enlargement Commissioner Stefan Fule. Vladimir Todoric of the Center for New Policy (CNP) NGO says that this is primarily a formal act. “I suppose that the handover of the answers to the questionnaire will have some formal importance, but I think that it will have a minimal positive effect on the citizens who, however, won’t see any direct benefit in it,” he explained. “If we take a look at the European Commission report in November of last year, it’s certain that this period is not much different than this January, so these answers cannot contain an image of Serbia which has significantly improved since the time we all agreed that the European Commission’s report was more negative than positive,” Todoric stressed. “We can still take a look at some steps that the government has taken – there's a set of judicial laws which are trying to change the catastrophic situation after the re-election, we can also notice the Commission for Protection of Competition's decision regarding two large dairies' abuse of dominant position,“ he added. The EC should review the answers in four to six weeks and if necessary it will send additional questions to Serbia in February or March. “There will certainly be new questions in the next period, so to speak, and expert missions will be sent and new laws regarding blank resignation letters, restitution, protection of ethnic minorities will be adopted,” Todoric pointed out. He said that he was positive that as far as technical conditions were concerned Serbia could get the EU candidate status. “However, the biggest problem will be [Hague Tribunal Chief] Prosecutor Serge Brammertz’s opinion which he will submit in June and December,” he stressed. EC expert missions will come to Belgrade to check the veracity of the answers after they have been submitted. Belgrade authorities hope that Brussels will make its decision regarding Serbia’s EU candidacy by the end of the year. The EC questionnaire (Beta)
