BELGRADE EU Delegation to Serbia head Vincent Degert says the conditions set before Serbia as announced by German parliamentarians represent "just one opinion". The final decision on Serbia's EU membership bid will be made by heads of state and government of EU member-countries, Degert asserted on Friday in Belgrade. "EU heads of state decide on new members" "We all see Serbia in the European Union, but there are 27 members and as many parliaments, and many MP clubs, and it is important what they say - but a decision on the accession talks will be made by heads of state and government," he told reporters. He also noted that this decision is preceded by the European Commission giving its recommendation on starting negotiations with a candidate country. "Belgrade and Pristina should engage in dialogue, and agree, on their own, what kind of agreement they would like to reach," Tanjug quoted Degert as saying. He added that at the end of the month, representatives of Belgrade and Pristina would hold meetings and voiced his hope that both sides would engage in dialogue. The delegation of German parliament members from that country's ruling CDU party on Thursday in Belgrade said that there were "seven conditions" that Serbia must meet in order to make progress in its EU bid, and announced that one was for the country to reach "a legally binding statement" with the Kosovo Albanian authorities in Pristina. They suggested at the same time that the content of this statement could refer to "good neighborly relations between Serbia and Kosovo".
