EULEX chief Yves de Kermabon says the mission he is heading is based both on UNSCR 1244 and a joint action plan adopted by the EU. Additionally, the former French general said, EULEX is founded on Kosovo President Fatmir Sejdiu's invitation for it to deploy. "EULEX chain of command leads to EU" "My chain of command is clear – it's the EU. It's an EU mission, set up by 27 members states," Kermabon told Pristina's Albanian language daily Koha Ditore. "I will work according to this clear mandate," he said, and further explained that he "will not receive orders from the UN", and that his "superior" is EU foreign policy chief Javier Solana. Asked what laws EULEX – set up as a judicial and police mission – intends to implement, Kermabon said it will be "the current legal framework, based on the joint action plan and in close cooperation with the Kosovo authorities". Asked whether he will cooperate with the Kosovo Serb institutions set up after the May 11 elections, he said that his task is "to cooperate with the Kosovo institutions". "We know which are the Kosovo institutions and our mandate needs to be implemented in the whole territory. The first step of EULEX is to implement its mandate in all of Kosovo, to have contacts with the responsible persons and to work with them." Since the customs system is also a part of tasks to be undertaken by EULEX, Kermabon explained that customs officers "will not be immediately present" at checkpoints 1 and 31 in the Serb-dominated north, but that they will be "in mobile patrols that will control the roadways toward Kosovo from the direction of Leposavic and Zubin Potok".
