Cato Institute's vice president, Ted Galen Carpenter, said Tuesday that for the West, the issue of Kosovo has been resolved. The topic of possible new talks, he added, could only be the partition of the province. "New talks possibly only on partition" Commenting a recent initiative by Russia, India and China for the renewal of negotiations on the status of Kosovo, Carpenter said that Washington and the leading EU countries view this issue as a closed, and Kosovo as an independent state. "If talks are held at all, this could refer to the possible division of Kosovo so that the parts with the majority Serb population remain within Serbia," Carpenter told the Voice of America. "This is something that could be discussed, despite the West's firm position on the Kosovo issue, and mainly because numerous countries are unprepared to recognize the independence of Kosovo," Carpenter said.
