EU delegation head: Chapters 23, 24 next year
In a statement to reporters, Davenport said that, during a recent visit to Belgrade, Johannes Hahn, the European Commissioner for European Neighborhood Policy and Enlargement Negotiations, said that he is an advocate of opening chapters 32 and 35 by the end of the year. You have also heard officials of EU member states that agreed with that opinion, Davenport said.
A year ago, the European Commission gave a recommendation to open Chapter 32, which deals with financial control, while implementation of the Brussels agreement with Pristina is crucial for Chapter 35, Davenport said.
As regards chapters 23 and 24, the action plans have yet to be adopted by the Serbian government and subsequently sent to EU member states by the European Commission, Davenport said, but added that he does not see a problem there either in terms of opening them.
Davenport said that the member states are already familiar with the action plans for these chapters, that the entire process is transparent and that he does not expect a fiery debate.
When these chapters will be opened is up to the member states, but it is realistic to talk about them being opened early next year, Davenport concluded.
