Hague Chief Prosecutor Carla Del Ponte has asked the EU to refrain from signing the SAA with Serbia. Del Ponte said the EU should not take any further steps, “until the fugitives, in particular Ratko Mladic have been arrested.“ Del Ponte: Mladic first, SAA later At a rally entitled “Balkan Crossroads“, the Hague chief prosecutor claimed that Mladic was in Serbia, saying that “we know that“, and that “it is proven by the evidence we have collected from national authorities.“ She pointed out that the EU had thus far been the best lever with which to win the western Balkan countries over to Hague cooperation, by setting it as a condition for EU membership. “What’s important,“ stressed Del Ponte, “is that he (Mladic) ends up in the Hague, in January or February, but certainly before signing (the Stabilization and Association Agreement between the EU and Serbia). Because, if we lose that lever, it will never happen.“ The Hague chief prosecutor added that she did not know if there were only “technical difficulties“ blocking Mladic’s arrest, adding that the Serbian authorities were endeavouring to extract a “forced voluntary surrender“, as was the case with 17 suspects in 2005 and 2006. Deputy Prime Minister Bozidar Djelic expects Del Ponte’s report to the UN Security Council to be based on facts. In a speech at the same conference, Djelic stressed that Serbia was doing everything in its power to complete cooperation with the Tribunal and that would not rest until it had done so. She pointed out that the EU had thus far been the best lever with which to win the western Balkan countries over to Hague cooperation, by setting it as a condition for EU membership.
