NATO chief Jaap de Hoop Scheffer says that the Alliance's activities in Kosovo are not linked to a desire to govern the province. Rather, NATO is in Kosovo in order to create conditions for stability and security for the entire population, so that "both the majority and minority are protected," he said. "NATO not in Kosovo to govern" Scheffer was responding to a question about his reaction to statements coming from Prime Minister Vojislav Kostunica and other Democratic Party of Serbia (DSS) officials, that NATO's "interest in Kosovo's independence was liked to powers and authority it would gain there." The DSS ministers and Kostunica accused the Alliance of attempting to create "a military state" in Kosovo. Scheffer told reporters, after meeting with Macedonian President Branko Crvenkovski in Brussels Friday, that NATO supports the ongoing Kosovo talks with the mediation of the Contact Group Troika of envoys. He added that NATO and KFOR have "very clear responsibilities and that they bear this in mind very seriously." Scheffer noted that NATO's role is to create conditions for a normal life in Kosovo.
