Montenegro’s judicial reform strategy aims to strengthen the independence of justice, a government official has said.

Montenegro unveils judiciary reform goals

Radović said it is necessary for Montenegro to establish clear and objective criteria for selecting and promoting legal representatives, as well a new ethics code for judges and further efforts to confront corruption in the justice system.

The strategy was prepared by the Justice Ministry, outside legal experts, and international organizations, especially the Council of Europe. The action plan for adopting the strategy should be done by mid-September.

The strategy presentation was organized by the Organization for Security and Cooperation of Europe (OSCE) Mission in Podgorica. The OSCE’s ambassador, Paraschiva Badescu, said Montenegro already has overcome many obstacles to improve its judicial system.

“The justice reform strategy is of great importance and gives good basis for a trustworthy legal system,” Badescu said.

The strategy’s objectives can be realized only with quality cooperation from domestic and international participants in the process, she concluded.
