EU disappointed with Bosnian reforms

He said the EU would not conclude a pre-membership agreement with the country unless there was progress on the police reform and an improvement in cooperation with the UN war crimes tribunal.

Negotiations on a pre-EU membership accord have been completed, but Bosnian Serbs have been blocking a proposal that would merge the country's two police forces - one of the key conditions for the accord to be signed.

Bosnia is divided into a Muslim-Croat federation and a Serb mini-state. Each has their own government and police force. The EU has proposed the two states' police forces to be merged. Muslims and Croats support the proposal, but Serbs say they will only agree to a partial unification.

The latest round of talks on the issue between Bosnia's leaders on Wednesday failed to produce an agreement.

Rehn said the political bickering over police reform could cost Bosnia its European aspirations.

"Do you really want to miss the European train by quarreling endlessly at the station? That is what is now happening. Do not ask for sympathy for that," Rehn told Bosnian parliamentarians.
