BELGRADE Finance and Economy Minister Mladjan Dinkic said on Thursday that all ministries had been sent their frameworks for drafting the next year's budget. Based on that, the ministries are also send in by Monday their proposed revenue and expenditure. Ministry of Finance prepares 2013 budget draft The basic premise of the 2013 budget is to cut the deficit to 3.5 percent of GDP, said Dinkic, stressing that all ministries had got the maximum budget ranges and within those, maximum figures for subsidies, purchases and budget loans. Dinkic told a news conference the 2013 budget would be strictly within those limits. The greatest cuts will be made in the Ministry of Finance and Economy, which will show by example the need to save in the budget. Economic subsidies will go down from RSD 32 billion to RSD 26 billion in 2013, Dinkic noted, adding that there will be enough money there to subsidize loans and other programs. Money will be saved on subsidies to companies undergoing restructuring, which will have the process limited to June 30, 2014, and have their status resolved by that time, he remarked. Subsidies for liquidity loans will continue next year, at least in the first half of it, because the economic growth is expected to drop by 0.5 percent in 2012, and to grow by 2 percent in 2013. Agricultural subsidies will not be reduced in 2013, Dinkic pointed out, adding that the ministry would have a special investment part for non-refundable funds for agriculture. A set of 14 laws will be proposed together with the 2013 budget, including a law on taxes for using goods of public significance, as well as laws on government companies and profit tax, which will be put up for public debate starting Monday, said the minister.
