“Sixth principle – mere portfolio bargaining”

Petrović announced that the cabinet talks scheduled for Tuesday would open “a serious debate concerning the makeup of the next government, number of ministries and their jurisdiction, with personnel issues set to be discusses later.”

“Unless we arrive at a firm conclusion that the new government will be able to implement its goals, we are ready to remain in opposition,” Petrović said.

He explained the conundrum over some of the principles the cabinet negotiations were meant to be based on as stemming from the “zero principle”, which appeared on the agenda soon after the talks began.

“That’s an issue of values, since it is unnatural for the [democratic bloc] parties to enter coalitions with the Socialists and the Radicals on the municipal level,” Petrović told the newspaper.

Petrović said the so-called sixth principle, calling for the parties to renounce right to both prime minister’s and president’s office, as “utterly inappropriate for cabinet talks.”

“That’s just portfolio bargaining by a different name,” Petrović said, adding presidency could not be part of any negotiations related to the distribution of power, as Serbians chose their president in a direct vote.
