Russia's Foreign Ministry confirmed this in a statement issued today. Lavrov, Rupel discuss Kosovo In a brief news release, the ministry said that the Kosovo situation was discussed during the conversation and that it was conducted on Rupel's initiative. Russia' state news agency Itar-Tass reported that Lavrov said the process of recognition of Kosovo's unilateral secession "is not developing according to a planned scenario". The Russian foreign policy chief was also quoted as saying that it had been "planned to persuade or force about 100 countries to recognize, but that only 37 countries had done so, while more than 50 had explicitly said that they would not." Lavrov told the Russian Duma earlier this month that the Kosovo status situation amounts to "unfinished development", and that "ethnic minorities have the full right to express their will about where and how they will live".
