US to reinstate aid to Serbia

US law blocks assistance to countries who do not agree to the so-called "Article 98" agreements that shields U.S. soldiers from court prosecution.

Bush used his authority over such restrictions by this power to permit help to Barbados, Bolivia, Brazil, Costa Rica, Croatia, Ecuador, Kenya, Mali, Malta, Mexico, Namibia, Niger, Paraguay, Peru, Samoa, Serbia, South Africa, St. Vincent and the Grenadines, Tanzania, Trinidad and Tobago, and Uruguay.

The United States has previously expressed concerns that the ICC could become a venue for politically motivated cases against US citizens.
