Wolfgang Ishinger says a Kosovo peace conference, not unlike that held in Dayton, could take place in November or December. Ishinger, the EU envoy to the Contact Group Troika, told Belgrade daily Vecernje Novosti that the three diplomats were working on their own proposals for the Kosovo status, "at the same time noting common elements," coming from Belgrade and Pristina. Dayton-style Kosovo conference soon? "Ahtisaari's plan is still on the table and it is one of the best, if not the best plan for Kosovo," the German diplomat said. "We, as a Troika, do not rule out a conference-style meeting, but I don't think it will be a Contact Group event, more likely the negotiating parties and Troika would meet," Ischinger told the newspaper. He added an idea of the kind would make sense if implemented in late November or early December. "We will not relieve the Serbian and Albanian negotiating teams of their basic responsibility. Their job is to find an agreement, the problem is theirs, and it is their job to reach a compromise and come up with a proposal," Ishinger explained. Asked whether Washington and Moscow showed more flexibility than they did during the summer, Ishinger said a Contact Group document adopted on September 27 in New York contained "very specific language, stirring the process in a particular direction, speaking about the urgency of ending it."
