It is the first death by rocket fire in southern Israel since last year’s Israeli campaign in Gaza. Baroness Catherine Ashton’s arrival is one of the highest-level visits by a Western politician since Hamas took power. She had already criticised Israeli plans to build new settler homes in East Jerusalem, saying the move endangered efforts to revive peace talks. The US and Israel have been trying to bridge divisions over the issue. President Obama referred to a disagreement in a TV interview, but has rejected claims that relations were in meltdown.
