Montenegro and the EU have today signed the Stabilization and Association Agreement (SAA) in Luxembourg. The SAA, which was signed on behalf of the European Union and Montenegro by EU Enlargement Commissioner Olli Rehn and Montenegrin Prime Minister Zeljko Sturanovic respectively, represents an international agreement that sets a legal framework for bilateral cooperation and the gradual adoption of EU standards by countries interested in joining the European Union. Montenegro, EU sign SAA Under the agreement, a contractual relationship has been established between Montenegro and the European Union, which means that the process of institutionalizing relations with the EU has begun. In order to come into effect, the SAA needs to be ratified by the parliaments of all 27 EU member-states, a process that usually lasts from two to four years.
