Michael Kirby says that Serbia and the U.S. can work together on mutually acceptable and beneficial goals - "although, perhaps, people do not believe it".

Ambassador: U.S. "sent army to create this"

"Perhaps people do not believe it because we had to send our army here, to the region, in the 1990s, which were quite controversial, but we really wanted to create a situation that we see more and more today," he was quoted as saying, and added:

"I would like to see your success. In a year I will leave, and Serbia will continue to be here. I'd like to at some point come back to a country that is a member of the EU and is making progress."

He expressed hope that Serbia will "in the first half of next year" open chapters 23 and 24 in EU membership negotiations, relating to the rule of law, freedom and security.

"But that means that in practice you must have the rule of law, which means that courts make their own decisions, and for that to work you need to have jurists on both sides," said Kirby, according to a Tanjug report, and added 2015 will also in this regard "show how things work within the existing economic limitations."

He noted that some procedures, "such as penalties for speeding" are more transparent and simple for the police and for offenders.

Commenting on the situation in the judiciary, the American diplomat noted that the ongoing lawyers' strike "restricts the functioning of the judicial system."

Noting that, in consultation with the EU, media laws have been adopted, Kirby said this was another area where it will be seen how they work in practice.

"The next question is, of course, can you create economically viable media," he said.

Kirby added that in 2015, "it will be seen how reforms and adopted laws work in practice."
