The European Commission's CARDS program should focus on specific sectors in the countries where it is implemented, a report says. The document, released by the European Court of Auditors, suggests that the EC used the CARDS program, aimed at assisting and stabilizing the western Balkan countries, in an appropriate manner, but adds that help could be more efficient in the field of improving administrative functions, due to a low level of initial development of institutions in the countries that use the program. CARDS: Better fund allocation The CARDS goals have been widely generalized and did not limit to specific sectors, which was sufficient for the development phase, the report says, but not for the ones set to follow. Therefore the recommendations include focusing the IPA funds on particular sectors. The report adds that while the EC was quick to allocate funds, it was not as expedient in maximizing their effect.
