"Reforms needed for better business environment"

In this publication, NALED presented 100 recommendations how to overcome administrative obstacles that the economy is facing.

Jelena Bojovic, NALED director of the regulatory reform program, underlined that eight proposals have been passed this year, which NALED put forward in 2013, while four of them are still in procedure.

She underlined that out of a total of 100 recommendations in the Grey Book, 37 refer to the Ministry of Finance, and added that it is the right time to initiate a reform.

Next year is expected to see the introduction of an electronic system for issuance of construction permits, continuation of the reform of inspectorates, addressing the issue of conversion and continuation of identification and amendments of para-fiscal charges, she underlined.

Among 10 key recommendations in the Grey Book, a half of them refer to the Ministry of Finance and clarification of criteria for setting the amount of taxes and contributions that taxpayers are paying according to the lump sum principle, cuts in taxes and contributions on lowest salaries and introduction of greater progressivity of taxation.

There is also a proposal for adoption of a draft law on fees for using public resources, establishment of a public register of taxes and contributions and waiver of the administrative fees when making an entry in the real estate cadastre.

The Ministry of Public Administration is recommended to implement a reform of inspectorates.

The Ministry of Justice is recommended to amend the Law on Public Notaries so as to make their services more available and efficient.
