BELGRADE Ivica Dacic has said that he expects a positive decision of the European Council on the start of Serbia's EU accession talks. At the same time, the prime minister noted that "Serbia will probably face Germany's conditions regarding Kosovo and Metohija." However, there are attempts to make a stricter negotiating framework, which should define the years-long process that Serbia has to go through on its EU membership pathway. Dacic underlined that Serbia "will do it all" so that Germany would not be able to say “no” in December. “In this integration phase Germany will set certain conditions and they will be acceptable if they do not jeopardize our state interests,” the prime minister said. When asked whether it is acceptable to require the negotiating framework to include an agreement on good neighborly relations with Pristina, Dacic said that unfortunately the negotiating framework does not depend on Serbia, but this document is passed by the EU General Affairs Council. “In the draft framework, chapter 35 refers to the normalization of the Belgrade-Pristina relations, but there is also an idea that this issue should be mentioned in almost all chapters. Other EU countries oppose this. I hope that a compromise will be reached and that by the end of the year or early next year we will start the negotiations,” the prime minister said.
