The EC will recommend a date for the start of Serbia's accession talks "as soon as it reaches agreements with Pristina on energy and telecommunications". This was heard from EU Enlargement Commissioner Stefan Fule, who spoke a day after the EU granted Serbia the status of candidate for membership, but without giving the country a date for the start of accession talks. EU commissioner: Date after agreement with Pristina Becoming candidate for membership was "a great day for Serbia", he further asserted, and added that it came as recognition of the fulfillment of the "EU Copenhagen criteria" related to political democracy and market economy, as well as "the results in the dialogue with Pristina". Fule stressed that the momentum must now be maintained, and that he "hoped very much" that the time ahead of parliamentary elections and discussions about a date for presidential elections in Serbia would not be lost. "Recognizing Kosovo" would not be a condition for Serbia's membership in the EU, he continued, and added that "nobody plans to make that condition". "We have talked about the normalization of relations from the beginning and we are happy that Belgrade and Pristina are moving in that direction," said he. Asked where he expected "Serbian institutions to be dismantled in Kosovo", Fule said that "what is expected is for Serbia to deal with the key priority and conditions that member-states have established for the start of accession talks". "Those conditions are related to agreements on energy, telecommunications, in order to clear those things up, the messages of the European Council from December are clear and our friends in Serbia must have faith that these are the conditions we have in mind, and that there are no others," Fule said. Asked whether "it would be a problem for Serbia" to organize local elections in Kosovo, this EU official stated that it would be "contrary to UN Security Council Resolution 1244".
