The German ambassador to Serbia says that for Serbia to become a candidate for EU membership in March, it must meet the conditions defined by the EC. Speaking in Belgrade on Monday, Wolfram Maas added that he was "neither pessimistic nor optimistic in this respect". The German ambassador pointed out that it has been two months since December's meeting of the European Council and that the conditions still have not been met. He added that Serbia "belonged in the EU", and used strong language to address criticism voiced by opposition DSS party leader Vojislav Kostunica, who said Serbia was losing money by implementing the Stabilization and Association Agreement (SAA) with the EU. "Whoever says that either doesn't know what it's about, or is simply lying. In three years of the implementing of the agreement, EUR 500mn was lost, but 1.5bn was gained," stated Maas. "I am not pessimistic when it comes to Serbia's chances to become a candidate for EU membership on March 1. I am far from being optimistic, but at least I am not a pessimist at the moment. This is not so hard. If they are fulfilled, then I will not be pessimistic about Serbia's candidacy," Maas said during a meeting with Belgrade students at the German embassy in Belgrade.

He noted that the conditions imply implementing agreements reached in the dialogue with Priština, including the integrated border management, allowing EULEX and KFOR to act on the whole territory of Kosovo and reaching an agreement on Priština's regional presentation.

The German ambassador pointed out that it has been two months since December's meeting of the European Council and that the conditions still have not been met.

He added that Serbia "belonged in the EU", and used strong language to address criticism voiced by opposition DSS party leader Vojislav Koštunica, who said Serbia was losing money by implementing the Stabilization and Association Agreement (SAA) with the EU.
